A Conversation with Rear Admiral (Ret.) Mark Montgomery

Please join us as we host Rear Admiral (Ret.) Mark Montgomery, Senior Director for the Center for Cyber & Technology Innovation and Senior Fellow at the Foundation for Defense of Democracies (FDD) and Executive Director of CyberSolarium.org (CSC 2.0)

As the former Executive Director of the Cyberspace Solarium Commission, Admiral Montgomery has been plugged into the ongoing struggle to secure the nation’s most critical assets for nearly a decade and is frequently called upon to testify at congressional hearings to discuss the threats posed by nation states and cyber criminals.

The 2019 National Defense Authorization Act tasked the Cyberspace Solarium Commission with answering two fundamental questions. First, what strategic approach will best defend the United States against cyberattacks of significant consequences? Second, what policies and legislation are required to implement that strategy? In its March 2020 report, the Commission advocated for a new strategic approach to cybersecurity—layered cyber deterrence—and produced 82 policy and legislative recommendations to support that strategy.

Based on a September, 2023 Commission report, nearly 70 percent of the recommendations in the initial CSC report have been implemented or are nearing implementation. But America’s cyber adversaries have been busy in the intervening years. Russia and China have conducted significant espionage attacks on the U.S. government and industries and have reportedly embedded malware in U.S. critical infrastructure to facilitate future nefarious activity. Criminal actors have also expanded both ransomware and cyber theft activities.

Today, Admiral Montgomery continues the work of the Commission through the efforts of CSC 2.0 and is recognized as a subject matter expert on issues ranging from securing our water authorities to the need for a Cyber Force within the U.S. Military. He worked closely with the Office of the National Cyber Director in crafting the National Cyber Strategy and is frequently found roaming the offices of CISA, ONCD, NSA, and Capitol Hill.
